The South Atlantic Fishery Management Council, headquartered in Charleston, S.C., is responsible for the conservation and management of fish stocks within the federal 200-mile limit of the Atlantic off the coasts of North Carolina, South Carolina, Georgia and east Florida to Key West. The Council is responsible for Coastal Migratory Pelagics from New York to Florida and for Dolphin/Wahoo, from Maine to Florida. 

The Deputy Executive Director for Management is responsible for supervising all fishery management technical staff and represents the Executive Director in his/her absence.

Primary Duties and Responsibilities:
Directs and supervises the fishery management technical staff.

Formulates and develops fishery management plans/amendments and other related documents in coordination with other technical staff and the Executive Director at the direction of the Council.

Compiles and analyzes socioeconomic, biological or other technical data.

As designated, serves as project manager for fishery management plans:
Coordinates all phases of management plan development with the Council(s), Council Steering Committees, Scientific and Statistical Committee (SSC), Advisory Panels (AP), Federal Agencies, Contractors and Sub-Contractors, Plan Development Teams and others as
necessary.

Prepares Draft Fishery Management Plans (DFMP) or Amendments with various alternatives for presentation and consideration by the Council.

Actively participates with the AP and SSC in the presentation and defense of the DFMP or amendment to ensure thorough discussion and review of all plan aspects as appropriate for each group. Addresses AP and SSC comments and provides staff recommendation to Steering Committee and Council.

Responsible for the external Council review process including the preparation and presentation of summary and other material for public hearings, coordinating and conducting the plan/amendment review for NMFS Washington, Regional and Center Staffs and addressing questions and recommendations raised during the review process.

Responsible for the final technical/scientific staff revision to all plans, amendments to plans or adjustments to plans or regulations, before they are forwarded to the Secretary of Commerce.

Responsible for monitoring implemented FMPs, for which responsible, as specified by the plan.

Functions as contact with government agencies, universities and others alerting them to Council activities and requesting consideration for conduct of research and data collection in areas that would benefit Council FMP/amendment preparation and/or monitoring.

Skills and Qualifications:
A Master’s Degree or higher, from an accredited college or university, with major study in fishery economics, natural resources, or fishery biology. Demonstrated quantitative analysis and technical writing skills are required. Attention to detail is required. Incumbent must have the ability to communicate with fishermen, scientific personnel and Council members concerning all aspects of plan/amendment development, review and implementation.

Must have 5 years of professional experience in or directly related to fishery science of which 2 years must have included supervisory responsibility. Experience related to fisheries of the South Atlantic is desired. A comprehensive knowledge of fishery management including the development of fishery management plans/amendments would be desirable.

Supervisory Responsibilities:
Supervises fishery management technical staff.

Supervision Received:
Works under the general supervision of the Executive Director who makes assignments in terms of broadly defined missions or projects. Incumbent is responsible for planning, designing and carrying out projects or studies independently.

Starting Salary Range (ZP IV 01-02): $84,468 - $118,277 negotiable depending on education and experience.

This is a non-federal position with benefits.
