The South Atlantic Fishery Management Council, headquartered in Charleston, S.C., is responsible for the conservation and management of fish stocks within the federal 200-mile limit of the Atlantic off the coasts of North Carolina, South Carolina, Georgia and east Florida to Key West. The Council is responsible for Coastal Migratory Pelagics from New York to Florida and for Dolphin/Wahoo, from Maine to Florida.

The Financial Assistant is responsible for providing effective financial services in support of the Council’s program activities involving planning, implementing, and evaluating various financial activities.

Primary Duties and Responsibilities:

Responsible for assisting the Administrative Officer in the development and implementation of polices, methods, and procedures involving general budget and finance activities. Assists and advises through positive recommendations in the implementation of Council-wide polices and guidelines; participates as directed in conferences and meetings with the Council members, federal agencies, and state or other public and private organizations to explain and defend financial management policies and programs of the Council.

Financial Management

Responsible for operation of accounting system, including appropriation and fund control, cost, accrued expenditure and business-type features as necessary to the needs of the Council. Assists with all phases of financial management including: budget preparation and tracking; maintaining electronic accounting books (QuickBooks); preparing Council checks; and monitoring expenditures, requesting draw downs and ensuring the availability of funds. Responsible for preparation, maintenance and reporting of payroll, including check distribution, electronic payments, pension plan contribution tracking, census reporting, tax deposits, state and federal tax reports, and verifying 1099, 1096 and W2 forms are accurate. Works closely with the Travel Coordinator to keep the meetings portion of the budget in balance.

Contracts/Documents

Assists in the preparation and/or monitoring of budgets and other financial contracts and the Council’s state assistance awards, including weekly, monthly, and annual reports; prepares documentation for Council audits in accordance with NOAA/NMFS policies and procedures and assists the preparer of the financial statements and auditor as necessary.

General

Other responsibilities include:

Attending meetings to provide administrative support in the form of digital recording proceedings, meeting room set up and break down, material distribution, taking attendance, and other activities as may be required.

Typing correspondence, memorandums, reports, and other documents, which include material containing technical terminology, charts, and tables.

Receiving visitors and telephone calls, ascertaining nature of call or visitor and determining appropriate action.

Utilizing Windows suite of computer software.

Operating other office equipment as applicable to work applications.

Filing and organizing financial documents and performing other duties as directed.

Knowledge, Ability, and Skills Required:

Skill in the application of budget formulation and execution, payroll, QuickBooks, and other related services. Should possess an overall general knowledge of the specialized financial subject matter areas. Knowledge of or ability to learn the duties, priorities, commitments, policies, and program goals of the organization sufficient to perform assignments. Must possess the ability to coordinate the financial interactions of Council and staff members. Must have at least three years’ experience in the financial services industry.

Supervisory Responsibilities:

None.

Supervision Received:

Works under the general supervision of the Administrative Officer, who sets the overall administrative goals and objectives utilizing the resources available. Responsible for planning and carrying out assignments independently. Completed work is reviewed for effectiveness in meeting expected results and accuracy.

Starting Salary Range (ZA II 01-02): $40,684 - $64,455 negotiable depending on education and experience.

This is a permanent, non-federal position with benefits.
