Snapper Grouper Amendment 32

Snapper Grouper Amendment 32

Proposed Actions: The stock assessment for blueline tilefish was reviewed by the SSC in October 2013 and indicates the stock is overfished and undergoing overfishing.  However, the SSC recommended an alternative definition of Minimum Stock Size Threshold (MSST) that could indicate the stock is not overfished and rebuilding plan is not necessary.

At the December 2013 Council meeting, Council requested that NMFS take emergency action to set the blueline tilefish ACL at 224,100 pounds (ww), the yield at 75% Fmsy. Council expects the emergency rule to be in place in 2014 while the amendment is being developed.

At the March 2014 meeting, the Council reviewed and approved a range of alternatives for each action.  Amendment 32 will continue to be developed and presented to the Council at their June 2014 meeting.  Public hearings were held in August 2014 and Council requested an extension of the emergency rule and approved the amendment for formal review at the September 2014 Council meeting. The amendment went under Secretarial Review in October 2014 and regulations were effective March 30, 2015.
