Snapper Grouper Regulatory Amendment 17

Proposed actions:  This amendment would consider alternatives for Marine Protected Areas (MPAs) that would help diminish bycatch of speckled hind and warsaw grouper.  The Council convened meetings of its MPA Expert Workgroup in 2012 and 2013 and has considered recommendations.  In March 2013 the Council requested that staff review the Purpose and Need for this amendment and bring it back for discussion at the September 2013 meeting.

At the September 2013 Council meeting, the Purpose and Need was revised and Council requested presentations on existing research, law enforcement and outreach in the eight existing deepwater MPAs. Council received the requested presentations and reviewed the draft amendment at the December 2013 meeting. In March 2014, Council passed a motion to take all MPA alternatives to scoping in August 2014. 

The Snapper Grouper AP also received the presentations and provided recommendations in April 2014.  The AP is to provide their recommendations to the Council at the June 2014 meeting.  At that meeting, the Council will also consider a modified approach to designate Spawning Special Management Zones whose designation would be based on biological and geomorphological attributes as well as anecdotal information from the public

At their June 2014 meeting, the Council decided to stop development of Regulatory Amendment 17 and focus instead of development of Amendment 36 based on recommendations from the Snapper Grouper AP and public input received through the Visioning Project.
