Title: Council Administrative Officer

The South Atlantic Fishery Management Council, headquartered in Charleston, S.C., is responsible for the conservation and management of fish stocks within the federal 200-mile limit of the Atlantic off the coasts of North Carolina, South Carolina, Georgia and east Florida to Key West. The Council is responsible for Coastal Migratory Pelagics from New York to Florida and for Dolphin/Wahoo, from Maine to Florida. 

The Administrative Officer is responsible for supervising all administrative staff. 


Primary Duties and Responsibilities: 

Directs and supervises the administrative staff. 

Budget and Finance – Assists the Executive Director in the development of budgets and funding justifications. Oversees the establishment and operation of the accounting system, including appropriation and fund control, cost, accrued expenditures, and business-type features as necessary to the needs of the Council. Negotiates and approves all leases, purchases, and travel expenditures. 

Personnel Management – Oversees all phases of personnel management including: position classification, wage administration, benefits, recruitment, placement, performance evaluation, employee development, management relations and services, and personnel records. 

Property Management – Responsible for the acquisition and disposition of all property and services of competitive bid contracting, negotiated contracts, and the procedures for the maintenance and care of personal property and records; the maintenance of property accountability records and development of cost and custody reports; the acquisition and release of office space for office, and other purposes; obtaining transportation and communications services; and the provision of mail, messenger, filing, and other general office services. Safety activities are also included. 2 

Records Management – Responsible for the maintenance of the Administrative Record in accordance with federal guidelines, including the operation of a records management program, including creation and disposal. Principal responder for FOIA (Freedom of Information Act) requests. 

Meeting Support – Overall responsibility for the pre-planning, planning, execution, and post meeting support for all meetings, including equipment transportation and set-up/take-down, and coordination of hospitality events. 


Skills and Qualifications: 

Professional skill in the application of budget formulation and execution, payroll, personnel management, procurement, and administrative services. Should possess an overall general knowledge of the specialized administrative subject matter areas. Must possess the ability to supervise secretarial and clerical staff and to coordinate the interactions of secretarial and scientific staff. 

Must be proficient in the use of personal computers and computer systems (including Microsoft Office products) related to all aspects of the position responsibilities. 

Must have at least a Bachelor’s degree and 5 years of professional level administrative experience of which 2 years must have included supervisory experience. 


Supervisory Responsibilities: 

Supervises administrative staff. 


Supervision Received: 

Works under the general supervision of the Executive Director, who sets the overall administrative goals and objectives utilizing the resources available. Responsible for planning and carrying out assignments independently. Completed work is reviewed for effectiveness in meeting expected results. 


Starting Salary Range (ZA III 02): $76,406 - $87,795 negotiable depending on education and experience. 

This is a non-federal position with benefits.
