Meeting Schedule - Meeting Dates and Locations for Comment Stations

The Council is trying a new approach to public hearings and will be utilizing live webinars and comment stations for each hearing. The public has two options to participate in a public hearing:

OPTION 1 - Participate via Webinar - Register for any of the scheduled public hearing webinars, log-in to the webinar to listen in to staff presentations, and provide public comment via webinar. Registration is required and registration links are listed below:

  • April 13, 2015 @ 5:30PM (Special Workshop) - 
    • Special Workshop: On April 13, a workshop will be held in conjunction with the Council's Snapper Grouper Advisory Panel meeting. Staff will provide a presentation about the amendment and then break out into small groups to answer questions and receive input. The workshop will begin at 5:30PM and is open to the public. The first 45 minutes of the workshop will be broadcast via webinar before participants break into small groups. 
  • April 20, 2015 @ 6:00 PM
  • April 21, 2015 @ 6:00 PM
  • April 22, 2015 @ 6:00 PM
  • April 23, 2015 @ 6:00 PM

OPTION 2 - Participate In-Person at a Comment Station - Attend the public hearing at one of the in-person comment stations, listen to the webinar and provide public comment at the comment station. A Council member will be present at each comment station to moderate questions and accept public comment in-person. Locations of the comment stations are listed below:

  • Start Time: All public hearings will start at 6:00PM with the exception of the April 13 workshop and the June 10 hearing in Key West which will start at 5:30PM.

Amendment Overview:

Public Hearing - 

Snapper Grouper Amendment 36 - 

Proposed actions:  

  • Specify a process for identifying spawning sites/aggregations for snapper grouper species, including speckled hind and warsaw grouper, based on the characteristics of sites important for spawning (bottom topography, current systems, etc.) Note: Currently Spawning SMZs would only consider prohibiting fishing for and/or possession of snapper grouper species (species in the snapper grouper fishery management unit); fishing for all other species would be allowed.
  • The amendment would also revise the boundary of the Charleston Deep Reef MPA, and include an action to address transit and anchoring provisions within newly designated spawing SMZs. 

Additional Notes:

  • During  public hearings, the public will be encouraged to suggest sites that could be considered. The scoping document will not include any proposed sites.  It is anticipated that the public hearing draft would include sample sites (based on public input from scoping, as well as additional information), and the final amendment would specify proposed Spawning SMZ sites.
  • Explore placement of artificial reefs on appropriate bottom type within existing MPAs to target warsaw grouper, speckled hind, and other snapper grouper species.
  • The Spawning SMZ approach would not make any changes to the existing MPAs.  The Council is developing a System Management Plan to specify the outreach, law enforcement, and monitoring/research projects (with cost estimates) necessary to effectively monitor and evaluate the existing MPAs.
  • Scoping for this amendment took place in August 2014 and development continued in 2014. The amendment was approved for public hearings at the Council’s March 2015 meeting. Public hearings are being held via webinar in April 2015 as well as at the June 2015 Council meeting. A second round of public hearings will be held in August 2015.
