Public Comment

formal Question / Answer Session - Wednesday, December 9th - 5:30 p.m. - Led by NOAA Fisheries Regional Administrator Dr. Roy Crabtree and Council Chairman Duane Harris.

Public Comment Session - Thursday, December 10th - 2:00 p.m. - Interested persons will be provided the opportunity to present oral or written statements relative to the meeting agenda.  The Council will also take public comment on Snapper Grouper Amendment 17B during this time relative to submission of the amendment to the Secretary of Commerce.

Agenda Highlights

Scientific and Statistical Committee - The Council's SSC will meet in concurrent session during the Council meeting week beginning on Sunday, December 6, 2009 at 3:00 PM.  The SSC meeting will continue on Monday and is scheduled to conclude at 3:00 PM on Tuesday, December 8th.  A complete agenda for the SSC meeting will be included the briefing book materials.

Snapper Grouper Committee

? Snapper Grouper Amendment 17A - Long-term measures to end overfishing for red snapper, including a proposed closure of the red snapper fishery and area closures, plus Annual Catch Limits and other management measures. The Committee will review public comments and continue to modify the document as necessary/choose preferred alternatives. Note: A final decision on the amendment will not be made at this meeting. 

? Snapper Grouper Amendment 17B - Measures to end overfishing as necessary and establish ACLs for 9 snapper grouper species currently listed as undergoing overfishing (includes a proposed deepwater closure), etc. - the Committee will review public comments, modify the document as necessary, and develop recommendations for submission to the Secretary of Commerce for approval. 

? Snapper Grouper Amendment 18 - Includes alternatives to expand the management unit northward and other measures. The Committee will review management options and provide recommendations to staff for continued development.  Note: A final decision on the amendment will not be made at this meeting. 

Mackerel Committee

? The Committee will review the Amendment 18 decision document (being developed jointly with the Gulf of Mexico Council) outlining Annual Catch Limits and Accountability Measures for cobia, king mackerel and Spanish mackerel required by the reauthorized Magnuson-Stevens Act, and other measures. The Committee will also discuss alternatives to address cutting mackerel nets/trip limits and other management issues.
