Public Hearing and Scoping Meeting Schedule

How They Work

Public hearings are considered an important step in the management process because they give stakeholders an opportunity to,

  • Learn more about proposed actions and management measures being considered by the Council;
  • Speak with Council members and staff about the draft amendments being considered, and
  • Give formal public comment on the record about their ideas and suggestions on the proposed measures.

Public hearings and scoping meetings are typically held in January and August each year but can also be given at other times of the year if there is an emergency measure that needs to be considered for a fishery. Meetings are held in person in fishing communities throughout the region or held via webinar allowing the public several opportunities to participate in the process.

During these meetings, Council staff provides an overview of each draft amendment and are available to informally answer questions. Members of the public can also informally talk with local Council member representatives prior to going on record to provide public testimony about the proposed management measures.

In an effort to improve outreach and communication about the draft amendments, Council staff provide live Q&A sessions via webinar one week prior to each round of public hearings. Registration is required and is posted on the public hearing page below.

Public hearing and scoping meeting information is posted on the Council's website and includes the public hearing schedule (dates/locations), amendment overviews, public hearing amendment documents and instructions for submitting written comment.

Current Public Hearing and Scoping Schedule - August 2017

Public Hearing Items: Snapper Grouper Amendment 43

The amendment proposes modifying the annual catch limit (ACL) for red snapper. The Council is proposing the modification to the ACL in order to allow limited harvest of red snapper in 2018. The Council will hold public hearings on the amendment in August via webinar and during its September 11-15, 2017 meeting in Charleston, SC. The Council is scheduled to approve the amendment in September for review by the Secretary of Commerce in order to have measures in place by 2018.

NOTE: A Question & Answer Session is scheduled for Thursday, August 3rd at 6 PM

 Scoping Items: Coastal Migratory Pelagics (CMP) Amendment 31

The amendment proposes alternatives for cobia management, including continuing joint management measures with the Atlantic States Marine Fisheries Commission (ASMFC) or the complete transfer of Atlantic cobia management jurisdiction to the (ASMFC). The Council will hold a scoping webinar on the amendment in August.

Public comment will be taken during the webinar public hearing. The Council is also accepting written comments using an online public comment form beginning July 27, 2017.
