Amendment Summary

Specified maximum sustainable yield, rebuilding plan, catch levels, sector allocations and accountability measures for red grouper.

Implemented Regulations

  • Re-defined red grouper MSY to equal the yield produced by Fmsy or the Fmsy proxy. MSY and Fmsy are recommended by the most recent SEDAR/SSC which resulted in Fmsy = 0.221 and MSY = 1,110,000 lbs ww.
  • Re-defined MSST for red grouper to equal 75% of SSBmsy which resulted in MSST = 4,285,742 lbs ww.
  • Established a rebuilding schedule for red grouper as the max period allowed to rebuild (Tmax) which resulted in a rebuilding plan equal to 10 years. 2011 is year 1, ending in 2020.
  • Set ABC to 573,000 lbs ww in 2011 increasing to 780,000 in 2014 to remain in place until modified.
  • Established sector allocations for red grouper as 44% commercial and 56% recreational.
  • Set ACL=OY=ABC.
  • Set a recreational ACT = rec ACL*(1-PSE) or ACL*0.5 whichever is greater. this resulted in an ACT that would equal 271,740 lbs ww in 2012 and increased until 2014 when it would remain until modified.
  • Specified commercial AMs: if com ACL is met all subsequent purchase and sale of red grouper is prohibited and harvest is limited to the bag limit. if the com ACL is exceeded the RA will publish a notice to reduce the com ACL in the following season by the amount of the overage.
  • Specified recreational AMs: if the current year’s rec landings exceed the rec ACL in a given year the RA shall publish a notice to close the season. If the rec ACL is exceeded the RA should publish a notice to reduce the rec ACL in the following season by the amount of the overage.
