Amendment Summary
Established spawning special management zones to enhance protection for snapper grouper species in spawning conditions including speckled hind and warsaw grouper.

Implemented Regulations
- Modified the SMZ procedure to include protection of any area important for spawning by designating spawning SMZs.
- Allowed for the modification or establishment of SMZs through the SG framework procedure.
- Established an SMZ in South Cape Lookout (5.10 sq miles) that prohibits fishing for, harvesting, and/or possession of SG species year-round.
- Established SMZs in SC at Devil’s Hole/Georgetown Hole, Area 51, and Area 53.
- Established an SMZ in FL at Warsaw hole.
- Moved the existing Charleston deep artificial reef MPA 1.4 miles to the northwest to match the boundary of the permitted site.
- Established the following transit provisions: in the proposed spawning SMZs allow transit with SG species aboard a vessel when fishing gear is appropriately stowed and prohibit anchoring by fishing vessels in all spawning SMZs except Area 51 and Area 53.
- Established the following sunset provisions: the spawning SMZ will sunset 10 years after implementation if not reauthorized for all SMZs except Area 51 and 53.
