- Specified allowable gear in South Atlantic and Mid-Atlantic.
- Established a moratorium on king mackerel permits: a king mackerel permit may be issued from a vessel if its owner was an owner of a vessel that had a commercial king and Spanish mackerel permit prior to the control date of October 16, 1995.
- Extended the management area for cobia through New York (the jurisdiction of the Mid-Atlantic Fishery Management Council).
- Allowed retention of up to five cut-off or damaged king mackerel on vessels with commercial trip limits.
